The pace bowler has claimed 309 Test scalps in 71 five-day games with an average of 22.10.
Australia's chief selector Bailey has stated that pace spearhead Cummins will play a "major part" in the upcoming England-Australia contest.
Rumors had circulated that Cummins might be unavailable due to a ongoing back issue that was still troubling him.
Earlier indications from the Australian camp suggested no final decision had been made regarding Cummins' participation, with the Test matches scheduled to begin on November 21 in the WACA.
He revealed that the captain is progressing and was "optimistic" about his chances of participating.
"We know that the clock is ticking and various factors involved, not only the back issue, but further aspects," he commented.
"The outlook is good. We firmly believe that he will feature a key capacity. Hopefully starting in Perth. Should that not happen, we'll adjust."
Injury History
He was sidelined Australia's limited-overs series against both Asian and Trans-Tasman rivals in the previous weeks after scans revealed a lumbar bone stress.
He has a history of back injuries, with setbacks in multiple past seasons forcing him out of several home seasons in a limited period.
Cummins stated he would be bold in recovery efforts in his comeback strategy to make the squad for the series.
The selector indicated that there was no confirmation if Cummins had begun bowling as part of his rehabilitation but acknowledged it was "becoming urgent" for him to recover fully for the first Test.
Backup Options
Should Cummins not be fit, ex-skipper Smith will assume leadership.
The talented all-rounder was withdrawn recently from the ODI lineup for their one-day international series against the subcontinent side as a preventive step because of discomfort in his torso.
The selector characterized it as a "minor" injury and mentioned that he's scheduled to appear in the state-level matches, so will be "in a good place to be ready to bowl."
"Considerable effort has gone into creating the schedule for him to take part for the first Test as an all-rounder," he elaborated.
"Originally, he'd only feature in the initial matches regardless. The way he swings the willow in shorter formats, if it causes any delay for a short period, we just made the decision to take a cautious route."
