An Alert to Keir Starmer from His Own Past: If You're Not Bold regarding Brexit & the EU, His Labour Rivals Will Be.

Seven years ago, a mere eight words to ignite the party's annual gathering and to show the party was becoming disillusioned with Jeremy Corbyn. Although not precisely stirring rhetoric, the phrase were greeted with rapturous applause as delegates rose in spontaneous acclamation.

As the commotion died down, the then-Brexit spokesman, stood at the podium, blinking in surprise. He wasn't really accustomed to his speeches having such an effect. His statement was simply: "Nobody is ruling out remain as an option". Context, however, is key.

During that deeply polarized period in 2018, straying from the prepared script in this way was inevitably viewed as laying down the gauntlet to Jeremy Corbyn, who sought to prioritize Brexit voters in key constituencies above the Europhile sentiments of his party. With that single address, this grey-suited opposition Brexit spokesman was transformed – if only for a while – into a risk-taker who would stand up for most Labour MPs, members and voters against a leader he would later replace.

The Shift of Stance & Closed Issues

Since then, the landscape has shifted, not least to Starmer himself. One of his first acts upon assuming leadership from Corbyn in 2020 was to declare the Brexit issue was resolved by the previous year’s general election. And, at the last one, he repeatedly emphasised unbreakable pledge commitments that forbade re-entry into the EU, the single market or a customs union.

Similar to Corbyn, the PM's approach has focused on winning Brexit-y voters in key seats, even if survey data indicates a significant number have died or changed their minds.

A Lid That Rattles on the EU

However, it’s now Starmer is now to face the pressures of being a party leader. And, if EU relations is no longer the central crisis in UK politics, a lid which was firmly shut since Brexit is starting to loosen once more.

Both Starmer and Rachel Reeves have ramped up the rhetoric about the devastation caused by Brexit has inflicted on the UK’s economy. This serves as an effective tool with which to beat Nigel Farage, who now rarely mentions his flagship policy was once his singular purpose and remains his sole political accomplishment.

And yet, the extent of the economic harm, reportedly has resulted in a national economy that is between 6% and 8% smaller compared to EU membership, dwarfs the micro-mitigation so far offered by the government. Starmer’s so-called relationship reset agreed with Brussels in 2024 provides gains measured in low decimal points.

Cabinet Divergence and Ambitious Proposals

Rachel Reeves is one of those attempting to bypass entrenched Home Office resistance to an expansive version of a growth-enabling program for young people by which youths can travel between Britain and Europe to study or work.

David Lammy muses openly regarding the “self-evident” benefits of joining an EU customs pact, while a dozen Labour MPs, such as the head of the powerful finance committee, recently supported an opposition proposal on customs union membership.

While the Europe minister, who oversees EU policy, who is now attending every cabinet meeting, maintains the red lines are still in place, there exist avenues these could be bypassed. A proposal involves announce the start of talks immediately for a more ambitious agreement, to be featured in the next manifesto, to be enacted only after securing a fresh mandate.

The Prime Minister's Deep-Seated Scepticism

Yet, Starmer has lately been pouring cold water again cautioning that a return to an EU customs arrangement could undermine the trade pacts with the US, which he regards as key accomplishments of his government.

Reportedly that the PM’s scepticism run even deeper, and is rooted in three further factors.

  1. Firstly, he thinks a customs pact is now much harder as ministers are busily de-aligning from EU regulations across a range of sectors, like environmental standards.
  2. Secondly, the exorbitant price demanded from Britain for entry into a European defense initiative and the subsequent collapse of negotiations has convinced British officials that European nations have little interest in offering favorable terms with Britain than in proving that Brexit does not work.
  3. Thirdly, the new US national security strategy, praised by the Kremlin, is seen by key advisors in Downing Street as grounds for Britain to keep its distance from the EU.

An Alarming Document & Geopolitical Calculations

This strange and concerning document claims Europe is threatened by “civilizational erasure” due to Muslim migration. It contains only one reference to Britain, placed beside a proposal that the US government will intervene in our politics to encourage the growth of nationalist movements.

But, far from concluding that this makes America an unreliable partner, the government is worried that aligning closer with Europe would destabilise geopolitics further by endangering precarious American backing for Kyiv, NATO, and other alliances.

Leadership Speculation and The Ghost from the Past

This situation brings us back to 2018. The PM has consistently stated that address was not an attempt to become leader but merely an attempt to keep open the “option” of remain in a future vote. In fact, back then, Starmer still favoured a tailored trade agreement of the kind he currently seems to reject.

Observers within the Prime Minister's office note that the Health Secretary, who just about everyone assumes would be a candidate in any leadership election, is part of a clutch of senior ministers signaling they desire greater ambition on Europe.

Aides to the Deputy Prime Minister, another probable runner in a contest for the top job, maintain she won’t discuss her stance regarding a customs pact because it would only “escalate unhelpful speculation”.

The Clear Danger & A Prudent Memory

The risk is clear. Should the PM reject significant moves towards a close relationship, he allows rivals to claim the territory where most of the party's supporters are to be found.

It would be wise for Starmer to recall the impact just a few words had on his career seven years ago. Potential pathways for a major proposal on EU relations that the prime minister ought to consider; he should explore them personally, before someone else adopt them as their own.
